I say disband the title and create a new one. The women's title would be nice for the division, but its super bogged down by all the things Rachel Cole is already involved with, including the world title.
Or you could always take the title away from her and set up a new way to crown a Vixen's champion if you want to keep paying attention to the division, as there is no reason why Cole needs both if she has the top singles title already anyways.

Cole and myself have already discussed this matter and something was in the works, but if people really would rather see another title than the Vixens Championship then we'll go that route.

I believe that we really don't need the Vixen's division since our women are already well integrated into the fed and are damn talented. There really doesn't need to be a division for it at this point. I'm not a big fan of Television titles because they don't end up getting defended on television every week like they should. I like the Northwestern title because it could be like our version of the European title. Good thing for up and comers.

On an off note, I just realized that this was a change sparked by M. Ward basically making a feeble attempt to get Cole to drop the belt so he could get another chance at it.

I think the TV title could work, but as Rachel said, it only works if it is defended every week on Voltage. It is a great chance for someone to elevate themselves if they can go out and successfully defend the title every week. We already have an international title that does essentially what the Northwestern title would, so I think it makes more sense to go the TV Title route and just maintain it correctly.
Also, there are a lot of things you can do for PPVs. Heres one idea, if your TV champion gets a number of defenses in his reign, he gets a world title shot. It gives people a reason to perform and reach a goal, and gives a sense of urgency to actually want to defend your belt, like you should already be.
EDIT: Galen, I seriously doubt Matt Ward will be able to get right into title contention after the various stunts he "may or may not have" pulled.
